Description/Abstract

This article is about the team building exercise that the Managment of the Ministry of Agriculture, Food Security and Nutrition undertook to "self introspect". The reasoning behind this training was the lack of coorination between the Ministry's Departments and its Donor Funded Projects which has led to the Minstry's clients suffering due to limitted and sometimes poorly provided services. The engaged consultant was able to creat awareness to the Managers on the dangers of the "silo mentality" and encouraged them to work together for the benefit of Basotho farmers. The participation of the Minister, PS and DPS gave participants moral and encouragement that the decisions and plans made during this traning will be implemented with full supoort from these three offices.

To strengthen the institutional and enabling environment for technology adoption through upgrading and development of research infrastructure, APPSA engaged a design and supervision firm to undertake civil engineering designs for the proposed construction of infrastructure planned to enable enhancement of RCOL in Horticulture. This was followed by engagement of contractors who are to construct and build the infrastructure.

Five officials comprising of three (3) Information technology Officers from the Ministry of Agriculture Food Security and Nutrition (MAFSN); One Information technology Officer from DAR as well as the ITKM Specialist from APPSA Project Implementation Unit (PIU) attended the website training in Maseru, Lesotho from the 10th – 11th May, 2023. The training was designed to improve the skills on the customization and administration of the DAR website to respond to growing demands from external and internal stakeholders. APPSA implemented by the Department of Agricultural Research (DAR) showcased technologies through a series of field days in two research sub-stations and on-farm namely Ts’ifa li Mali, and Machache as well on-farm in the respective districts of Leribe, Maseru and Quthing. The field days aim to bring farmers and researchers together respond to the project development objectives by making farmers and end users aware of available improved technologies where a whopping turn-up of 260 farmers attended the event.

As part of sensitization and stakeholder engagement efforts, the project team under APPSA Lesotho led by the safeguards held one-day workshops with the local authorities of Siloe and Machache on the 21st February 2023 and 01st March 2023 respectively. The objective was to inform the community councils and chiefs about preparations made towards the construction of infrastructure works on the research stations located under their jurisdiction.

The compendium is a compilation of stories about project activities (research and development, agricultural extension, trainings, project management and monitoring) implemented under APPSA Lesotho. It is the mandate of the Communication Working Group (CWG) to manage project communication and technology dissemination for visibility and awareness, knowledge sharing and collaboration among stakeholders. The roles of Technology Dissemination Office; and Information Technology and Knowledge Management are responsible for ensuring the functionality and delivery of the objectives of the CWG.

The rise and fall of plantation forestry in northern Mozambique

In the last two decades, Mozambique’s plantation forestry has witnessed several twists, which were driven by domestic and global changes. However, empirical evidence on the governance issues that account for a bleak plantation forestry future in Mozambique are lacking. This paper explores the governance issues that militate for the rise and fall in plantation forestry in northern Mozambique. We conducted an online email, face-to-face or phone call interview with 20 forest experts deeply informed about a decade and a half of plantation development in northern Mozambique, using 2005 as the baseline year. We then proceed with an explorative case study of two operational companies in the Niassa province: The Florestas do Niassa (now, build it) and Green Resources. We found strong evidence of a decline in the forest sector in northern Mozambique, linked to the following governance issues: (i) lack of flexibility, clarity and delay on the part of Mozambican Government to issue the land title (DUAT’s); (ii) Increase in forest fires, perpetrated by local communities who provided land for the plantations companies, but were dissatisfied with the unfair distribution of the benefits from afforestation projects; (iii) Poor infrastructures, especially road accessibility; (iv) lack of skilled labour as well as (v) political instability. Furthermore, the research illustrates how difficult it is to invest in forest plantations in Mozambique, despite its high potential and natural competitive advantages for the establishment of commercial plantations.
